Here's something:

I found info about VOTING on STRUCTURAL-NMR newsgroup formation on
BIONET.ANNOUNCE
  
It is dated Feb 28, 1994.  

The mediator strongly discourage posting any messages in other forums
about the fact that a CALL FOR VOTES has been issued. 
(I'm not sure why)
