what a totally obsolete question: what the ideal graduate student should be like! Doesn't this depend tremendously on whath your institute has 
to offer, and the number of grad students
that you may  may be able to get ?  I think the only countries where
these kind of long term planning  strategies where carried out, where certain
eastern block societies !

Go with the flow, that is what I say !

Perhaps if you offer a good enough program, you may
be so lucky that you can choose students who have the best 
notes or something.
