recent article on ship fouling (U.K. newspapers)?

Info wanted on a recent article in a British newspaper, approx one month
ago, regarding the use of a marine organism (presumably bacterium) as a 
preventative for the attachment of seaweeds (esp. Enteromorpha) to the 
underside of ships.

This organism apparently exudes a substance which prevents basal
rhizoids forming on Enteromorpha thus preventing attachment.

Any information on the publication, as to where to find it, or what the
details are, greatly appreciated.
