I am afraid there is no inexpensive substitute for agarose. You can economize however by reusing your gels. An agarose gel stored in TBE will stay good for weeks. You might even try running old samples off the gel, changing your buffer and reloading fresh samples in the same lanes. Hope this was helpful.
