I would hazard that the water quality is your biggest problem.  These 
"critters" are extremely sensitive to PRACTICALLY EVERYTHING.  In 
fact, my experience of keeping them was gained whilst using Hydra as 
a bio-assay for water quality.  Any chemical impurities/imbalances in 
the water knock them out straight away, hence, a pretty good test 
(especially when working with children/undergraduates).

Try rainwater.
