Legislation re EFB class 1 micro-org.

I'm trying to get a handle on the legislation governing EFB class  1 
micro-organisms in various countries. The only tangible information I have 
is part of an article, I think, by W. Frommer et al. seemingly entitled Safe 
Biotechnology.  But for that article I do not even have a complete 
reference. Hence any assistance that could be provided will be gratefully 
acknowledged.
