Boarding up windows during high winds

What is the most effective way to cover windows and doors during a hurricane.
How effective are layers of say carpeting or carpet padding, which may or
may not be polyurethane foam?  Is water proofing with plastic sheeting
a good idea  or would that create a vacuum inside. How do they compare
with boards, plexiglass or other more standard construction materials. 
This would be from the viewpoint of minimizing damage both to the building
itself.
