semi dry transfer help needed

I am running my first semi-dry transfer with no one around to ask advice. 
The current is constant current set at 200 mA, but the voltage is only at
10 V and 1.5 watts.  Is the voltage supposed to be so low.  I am used to
running PAGE where at 15 mA, the voltage is about 100 V.

by the way, these are protein gels transferring onto nitrocellulose.
