Is buffer solution can only make up of a weak acid/base and it's salt?

DEAR colleagues :
     As we know , buffer solution definite as mixture
of same amount of weak acid/base and its salt . But
why use its salt , can another strong base/acid used
instead of its salt ? Can anybody give me the answer
for this simple question or any references 
for that ?
I would greatly appreciate your help.
