What you suggest, about cross-referencing studies on the function
of a sequence to the genbank entry, is at least partly addressed
in NCBI's Entrez CD-Rom, which includes not only Genbank but the
related Medline article abstracts.  You should be able to, given
a genbank entry, find many of the journal articles which discuss
this sequence, by using Entrez' software for searching out neighboring
articles and entries.   You can find more info on Entrez thru ftp
to ncbi.nlm.nih.gov, including order forms.
