bionet.plants.maize does not pass - 28 YES, 15 NO

It appears that there was not much interest among the current
readership in a maize newsgroup.  Only 43 votes were received, 28 YES
and 15 NO.  Since the requirement is

The proposal must collect 80 YES votes in 30 days and the number of
YES votes must exceed the number of NO votes by at least 40 to pass.

this group does not pass.  If the discussion leader wants to contact
more colleagues and get them on the network, the idea can be raised
again for a vote in three months, but not sooner.
