[ANNOUNCE] OWL 22.1 available

OWL 22.1 is available via anonymous ftp from the SEQNET server
     s-ind2.dl.ac.uk       (pub/database/owl)
and the NCBI server
     ncbi.nlm.nih.gov      (repository/OWL)

Note that with this release the NRL codes are now prefixed by `NRL_'
rather than `N$'.
