I am happy to announce a significant breakthrough!!! Commercial job
postings have been approved on this newsgroup (EMPLOYMENT/bionet.jobs)
as long as they follow the guidelines listed below. My thanks to
Henry Schaffer for formulating a compromise and to Steve Wolff at NSF
for approving it! Excerpts from his response to my letter are

Dave - It has indeed been an unconscionably long time, and I apologize.

Henry was always a voice of reason. His suggestion is just exactly
right and NSF is happy to authorize the use as described, providing in
addition that the postings be limited to discipline-specific lists
(e.g., bionet.jobs) on which subscribers may have a reasonable
expectation of receiving such postings.
The bases of this authorization are paragraphs (1), (3), (4), and (6) of the
THE NSFNET BACKBONE SERVICES ACCEPTABLE USE POLICY (June 1992).
