CALL FOR DISCUSSION: BIOCAN/bionet.prof-society.cfbs

We have received a proposal below for a new newsgroup,

BIOCAN/bionet.prof-society.cfbs

I should note that, although this group is in the bionet.prof-society
domain, we are voting on it because the Canadian Federation of
Biological Societies (CFBS) wants the group to be an open unmoderated
discussion group instead of a moderated, announcements-only newsgroup
which we would normally create without a vote.

This vote also marks the end of the six month trial period for the
current BIOCAN BIOSCI prototype newsgroup.  If this proposal does not
gain the requisite 80 votes when the Call For Votes is issued, the
list will be shut down.  This message will also be distributed to the
BIOCAN list.

Discussion on the following proposal will now be open through 30
August on BIOFORUM/bionet.general (*not* on BIONEWS/bionet.announce).
For those who are not on the BIOFORUM/bionet.general newsgroup
currently, either read bionet.general on USENET or contact one of the
following biosci addresses to sign up by e-mail:

One warning, however: BIOFORUM/bionet.general is a "chatty" newsgroup
and many other items will be discussed there besides this newsgroup
proposal.  USENET news access is definitely better than e-mail if you
want to monitor only this discussion.

Discussion Guidelines
---------------------
Please do not post one-line messages saying things like "I am in favor
of such a newsgroup".  We will collect votes later.  The discussion
period is an opportunity for anyone to bring up reservations about the
proposed charter below and to propose modifications prior to the vote.
If the charter is perfect as is, then there is no need for anyone to
say anything!!!

The newsgroup discussion leader may submit a revised proposal in light
of the discussion, and the new charter would be included in the call
for votes which will go out on 31 August (Newsgroup Discussion leaders -
please note this deadline - if no revisions are received before the
deadline, the original charter will be voted on.).

Please be aware that only one vote is counted per e-mail address, so
it is necessary to have your own account in order to vote.  Multiple
votes from the same address are not accepted.  If you are interested
in the following newsgroup, but do not have an e-mail address of your
own, please obtain one from your computer center before the call for
votes is issued.

Newsgroup character:

BIOCAN is an unmoderated BIOSCI newsgroup established by the Canadian
Federation of Biological Societies (CFBS) to serve as a
multidisciplinary forum for the exchange of information within the
Canadian biological and biomedical science community.

Functions of the Newsgroup:
The purpose of BIOCAN is to facilitate rapid, interactive
communication among members of the Canadian bioscience
community.  Canadian bioscientists can use this forum to solicit
advice and information from their colleagues in all
biological disciplines.  This forum is based upon the principle
that collegiality and interdisciplinary cooperation
facilitate scientific progress.  Electronic interaction is
tailor-made for the Canadian bioscience community, which is
spread over a vast geography.  It will also enable the CFBS 
office to rapidly disseminate information to Canadian 
bioscientists and for individual bioscientists to comment on any 
aspect of CFBS, granting agency, or government science policy.  

Information exchanged can include: 

1)      scientific dialogue (either intra- or inter-disciplinary); 

2)      announcements of upcoming meetings and conferences of interest; 

3)      news of general interest to the Canadian bioscience community; 

4)      announcements of academic positions and job opportunities; 

5)      discussion of CFBS policy initiatives; 

6)      CFBS science policy reports; 

7)      information on granting agency policies; 

8)      reports on CFBS Annual Meeting and on meetings of constituent
        societies;  

9)      comments on proposed federal and provincial legislation and
        policy initiatives. 

All members of CFBS constituent societies are encouraged to subscribe.
Contributions within the above guidelines are welcome.  The newsgroup
is expected to run in an unmoderated fashion.  I am willing to act as
current coordinator.
