Feature Table Definition Document v1.08

this is to announce that Feature Table Definition Document v1.08 has been
created.

The new version of this document is available by anonymous FTP as a
compressed tar-file with postscript parts from the European Bioinformatics
Institute (EBI) in Cambridge, UK and from the National Center for 
Biotechnology Information (NCBI) Bethesda, USA.
