Announcement: W2H version 1.3 release

I have a pleasure to announce a new release (1.3)
of the "W2H - WWW interface to GCG".

The new release contains support for GCG version 9, adds few
features, and fixes some bugs, especially one nasty bug
found in the Intranet mode. See details in the history file
