The vote now stands at 19 for moderation, 6 opposed, and 1 neutral.
Leaving the neutral out yiels 19/25 = 76% = moderation.
Including the neutral yields 19/26 = 73% = no moderation.
Either way I could not take the time right now to deal with setting
things up, but I should be able to do so in July.
