It was J B S Haldane. The essay was one of many
popular articles he wrote.
A collection called "On being the right size and other essays" was
published by Oxford University Press in the 1980s.

If folk don't know it it's a nice book, so here's the full reference:
Haldane =A0 J. B. S. =A0 [John Burdon Sanderson] =A0 1892-1964
Title:=A0On being the right size and other essays =A0 J.B.S. Haldane =A0
edited by John Maynard Smith Publisher:=A0Oxford =A0 Oxford University
Press =A0 1985.
Interestingly, the John Burdon Sanderson who is the originator of
JBS's name was I think JBS's grandfather, and anyway was a
microbiologist who discovered the antibacterial action of Penicillium
spp (as did Lister in the same year, 1871), some 58 years before
Fleming's more celebrated discovery [Kell, D.B. (1987) Forces,
fluxes and the control of microbial growth and metabolism. The
twelfth Fleming lecture. J. Gen. Microbiol. 133, 1651-1665]. A lack
of knowledge of the literature is not a new phenomenon.....
