SUMMARY: moderate bionet.celegans

The reaction to my proposal that bionet.celegans be moderated was
mixed.  The majority was in favor, but some people were not happy
about the idea of a delay that might become serious when I was out of
town.  Since I'm not particularly eager myself to take on this
responsibility, bionet.celegans will remain unmoderated for now.
