cell membrane polarity

The question has arise in lecture (I'm a student) how to reconcile two
things that don't easily reconcile.
(1) The total ionic charged within a cell balance out to zero.
(2) The interior of the cell membrant is predominantly negative -
contributing to the passage of Na+ and K+.
It the center of the cell predominantly positive? Or what?
