Kreb's Cycle & Symmetry of Citrate?

In the Kreb's cycle Citrate is a symmetric molecule.  Why does acetate not 
release carbon dioxide from oxidation at least half the time?  I know that 
the enzyme that activates citrate to isocitrate can destiguish between the 
ends of citrate but how is this done and why is CO2 not released?
