Q:Define Quiescence

Hi,
What would be a most scientific definition of quiescence? Do cells
essentially need to be in G0 phase, do they essentially need to have
capacity to resume growth? Does ALL metabolic activity necessarily be
low?
More specifically, could one call a cell popultion, which is neither
growing (proliferating), nor differentiating or dying, a quiscent
population (cells not predominatly in G0)?
