I'm not exactly sure, but I would say a flowering plant would have the
most chromosomes as they have huge amounts of DNA.  As for the least, an
RNA virus (which is considered an organism) has no chromosomes at all. 
Also, Prions are just made of protein (but most people don't consider
them a real "organism")
