3' end of RNA

Does anybody know a way to design a vector (plasmid or virus) which
allow one to transcribe a mRNA with a precise 3' end in transfected
cells. In transfected cells, most of the transcription is dictated by
the poly A signal which results in an addition of a poly A tail. But I
want to generate a RNA with a precise sequence (i.e. without the
extraneous poly A addition).
