reporter genes

I have seen people using GUS and CAT as reporter genes to study promoters of 
Chlamydomonas reinhardtii chloroplast genes but not nuclear genes. Is it true
that GUS and CAT will not be expressed in C. reinhardtii as nuclear gene?  If
this is true, what will be a good reporter gene for nuclear gene promoter?
