genbank at ncbi are not changed from 20/2/1999 : why ?

Hi ,
I have noticed the GENBANK files in the directory /ncbi-genbank/daily 
at ncbi.nlm.nih.gov haven't changed in the last month .
Does anyone in this list know what is the reason?
