Ongoing efforts in the public databases can be monitored at
http://www.ebi.ac.uk/genomes/mot/
http://www.ncbi.nlm.nih.gov/Entrez/Genome/org.html seems useful too.
(btw, I found this on the invaluable http://www.google.com with just
the search terms 'completed' and 'genomes':
