Deep Sea wate dumping

I am writing a dissertation entitled The bilogical implications of
deep ocean waste dumping.  I request information and opinions from anyone 
regarding the possibility of toxic substances reaching the surface waters
and the feasibility of this as a waste disposal option.  What sorts of 
damage would occur?Would public outcry be too great? Anything from anyone
would be greatly appreciated!  Cheers.
