It's a torn piece of the bell of a scyphomedusa.
What looks like mouthparts or a moustache is just the fraction of the margin
that hasn't been torn away.

I encountered this stranded creature on a beach in Thailand. Can
someone please help me identify it? I searched the Web but haven't
found anything resembling this.
