CLIA REGULATIONS FOR LABORATORY USE OF REFERENCE STANDARDS

Can anyone give me information in regards to the new CLIA regulations for use of 
secondary reference standards and / or controls for use in the clinical laboratory?

I've read a lot of conflicting information and the CFR isn't much help.

If you  can refer me to any authoritative information on the subject that would also be 
helpful.
