Hi Li,
 
I collect wandering third instar larvae by picking them (as they wander around) from the food container wall with a blunt forceps . And feeding third instar (or other instars) larvae can be collected by placing the food (as they feed inside) in a petri dish and collect them on the basis of their size. Hope this helps.

The easy way  to pick up the larvae is, using a brush  and lift them up (0 size brush).
