Proposed new fluorpro charter -- comments welcome

If we are going to be revising the charter, I propose we rename the
newsgroup bionet.molbio.proteins.luminescent to cover both
photoluminescence (aka fluorescence) and chemiluminescence
(bioluminescence). While the present charter stresses bioluminescence,
90% of the discussions have been devoted to GFP and various bioengineered
variants. This is not a problem, but it might confuse people looking for
bioluminescent proteins.

I strongly support some sort of moderation to remove the spams.
