It's free to academic users (or was, when I got my copy a year or so ago)
but you have to sign a licence agreement first. It's a FORTRAN package, can
run on an IBM PC or VAXEN or Unix machines, has a database written in dBASE,
and can be modified/extended to suit individual needs (if you can program in
FORTRAN). It comes with a dozen or so preconfigured versionscovering a range
of comon applications.
