Propylene glycol

Hi,  I don't know if i'm in the right place, but I'm trying to make some
lip balms with Avocado Oil and Beeswax as the base.  The flavorings are in
a base of Propylene Glycol but it doesn't seem to be oil Soluble.  I'm not
much of a chemist but I always thought that one of PGs qualities was that
it was both Oil and water soluble.  Any suggestions?  An Emulsifier
perhaps?
