Sigh. You'll want to revise your story to reflect the identification of a
Congolese who died in 1959 while infected with HIV (Nature391:5Feb1998).
Fortunately for your story, WHO was founded in 1946, so it's still
possible to fix the blame there. Since WHO was mostly fighting cholera
epidemics (like in Egypt) during the 1905's, I'd suggest you focus on some
sort of evil splinter group in WHO or something similar.
