Re citing items in the electronic media. Obviously different time zones vary,
so the citation information would have to be normalized to GMT.
Actually things are moving very fast in this area. Nature (23rd MArch) tells
us that Ginsparg is now spreading his web to include the literature beyond the
physics community.
