The issue was addressed by Kaufman and Evans in BioFeedback 9 (3):
304-306, 1990. In this work the authors double digested Bluescript II,
endlabeling the linearized molecules between the two digestions and
looking at the ability of the second enzyme to liberate label. In an
erratum published in a later issue the authors clarify their table
by the following: "'Base Pairs from Terminus' refers to the number of
double-stranded bases from the end of the second endonuclease recog-
nition sequence to the terminus."
