The National Library of Medicine (branch of NIH) has a well-funded
grants program for BioTech software development. Considering the need
expressed on the net, a competitive (i.e. fundable) application to
support the software development could be put together by a qualified
software development group.
Alternatively, a private company (even a one-person shop) could get SBIR
money to do the development. The small business grants program of the
NIH, for example, will give upto $50,000 for a 6 month feasibility
study. Contact NIGMS I would guess. Ask your grants and contract office
for help with exact names and addresses.
