RNA control

I am curious as to what is the "control" of preference or choice amongst
the net community with respect to RNA loading both on Northern blots and
RT-PCR.  Actin has always appeared to be a commoly used control, however, in our
hands, Actin doesn't appear to control for anything.  There are different
forms of actin depending upon which tissue you use, as well as some cell-lines
appear to be producing lots more actin than others.
I would appreciate any and all suggestions.
Especially, with respect to RT-PCR and good internal controls
