Do you mean restriction digest and dephosphorylate simultaneously?
While typical restrictions are done near neutrality (pH 7.5 for the Maniatis
etal buffers), USB compares ASAP with calf intestinal AP at pH 9.6.
(But they do suggest pH 8 for the reaction -- why?)  Have you used ASAP with 
different restriction buffers?  Could you be specific about your conditions?
