phenol/chloroform extraction

The DNA isolation procedures that I have read usually call for multiple
extractions with phenol/chloro/isoamyl. When I do my extraction I usually
get a fluffy white interface that seems to contain DNA (it is very
stringy) It is _very_ difficult to remove any of the aqueous phase without
getting some of this white material.
What is the white stuff?
What is meant by mutiple extractions? This seems quite ambigous to me.
