Ligation - dephosphorylation?

To all netters!

Is it absolutely necessary to dephosphorylate the target vector
when ligating single digested inserts?
I kept dephosphorylation with additional Phenol-Chloroform extraction, 
but the efficience of the ligation didn`t seem to improve!
Any sugestions?
