Neutralization (soln III) with 0.5 vol of 7.5 M ammonium acetate (not pH'd)
gives a very clean miniprep, with several advantages over Na or K+ acetate
salts, including the precipitation of large rRNA. A white precipitate is 
however quite visible. Perhaps your "Mystery Kit" TM involves a lithium cation,
something I have not seen. Ammonium acetate pellet are quite compact.
