That depends on where the money is coming from.  Shifting money from 
personnel to supply money cannot be done easily with external grants.  
Likewise, hard money techincal help cannot be changed to supply money.  
So, if you are short on supply money but not short on help you have to 
use the tech's time.  Overall its not efficient, but that's the system 
you have to work with, i.e. academic institutions.
