PCR trouble: inverted repeat template

I've been trying to PCR a 4 Kb construct which has a 1.6 Kb inverted
repeat in it. I never get the expected product instead I get a smaller product I think the inverted repeat forms a palindrome on itself and the Taq jumps over the palindrome to form the first few products which then get amplified.
Is there any way to reduce secondary structure in the template? I have
tried a hot start and adding gene 32 protein. Does not seem to help much.
