luminous pen instead of radioactivity

We buy "luminous paint" at the toy store.  Kids in the US use it for
Halloween face painting, generally referred to as "glow in the
dark".  The paint absorbs light, then emits it slowly over a
relatively long period resulting in the glow.  Its extremely cheap
and reliable for dotting lifts and blots.  You just have to remember
to expose it to ambient light for a while before putting up your
film.
