Chloroquine gels

I have been trying to get an idea of DNA topology (#turns)  of plasmid DNA
by using various conc of chloroquine (5-40ug/ml) in LMP agarose gels (1%). 
The plasmid I am looking at is a pBR322 derivative~7,000bp.  I purified the
plasmid using the quiaprep spin kit.  The problem is when I run the gel
(16hrs at 70V), I have a wide band of DNA, but no distinct bands
corresponding to the different linking #.  Any suggestions would be
appreciated.  -Thanks
