TE saturation of chloroform/isoamyl alcohol?

I recently heard that a chloroform/isoamyl alcohol solution must be 
saturated with TE or water before use in the extraction of DNA.  Apparently 
unsaturated solutions can damage the DNA by extracting water from the DNA 
helix.  Is this true and can this be the solution of many of my problems?
