Sterilizing shouldn't be that much of a problem.  Glassware can be sterilized
in the oven (depending on how clean it is ;) ) and solutions, plasticware
and media can be sterilized in a simple pressure cooker.

As for waste disposal, many communities have facilities for disposing of
toxic household waste (like old paint, paint thinner, etc).  You could
check with your local authorities about this (though they may not appreciate
you dropping by every month with a large vat of phenol waste)
