Effect of Solvent on Base Pairing?

Apparently tertramethylammonium chloride will swamp out the AT vs. GC
melting difference: a 100mer AT sequence will have the same
melting temperature as a 100mer GC sequence. Does anyone know the
mechanism responsible for this observed effect? Also, does anyone know if
guanidinium thiocyanate would have the same or a similar effect on double
stranded melts ? I have consulted methodology texts but have not found
the reason for the similar melt temp of AT and GC pairs, any help would
be greatly appreciated.
